The Okrug Governor’s press-service informs:
On November 2 the meeting of the Ugra Government
was held in Khanty-Mansiysk under the chairmanship of Governor of the
Autonomous Okrug Alexander Filipenko.
The agenda consisted of five issues. The First Deputy
Chairman of the Healthcare Department Artur Tabert made a report about
proposals to be incorporated into the Okrug law "On Program of the
Khanty-Mansiysk Autonomous Okrug "Realization of the priority national
project in the sphere of healthcare in the Khanty-Mansiysk Autonomous
Okrug in 2006-2007". The proposals are aimed at further improvement of
the material and technical basis of employees of healthcare sphere via
the system of extra payments to the medical staff of feldshers’
stations, doctors, nurses of the ambulance. In 2006 60 246 ths. rubles
are expected to be spent for this purpose and 175 170 ths. rubles - in
2007. 13 900 ths. rubles have been already spent from the Okrug budget
in 2006 and 64 883,7 ths. rubles are planned to be spent next year. The
system of Governor’s grants is being developed to support perspective
projects in the sphere of healthcare. 30 million rubles will be spent
for that next year.
Director of the Construction Department Georgy
Natalusha made a report about the scope of the housing construction in
2006. Director of the Transport, Communications Department Vladimir
Zhuravlev told about the implementation of the Okrug program
"Development and modernization of passenger motor transport in the
Khanty-Mansiysk Autonomous Okrug". The Deputy Director of the Department
of Labor and Population’s Social Protection Lidiya Tyrdanova reported
about the measures, developed by the Department and aimed at creating
the conditions for free access of invalids for the social facilities.

The Government of the Khanty-Mansiysk Autonomous
Okrug adopted the Provisions on the order pf granting subsidies from the
federal budget to separate categories of the citizens for purchasing
housing.
Subsidies will be granted to veterans, invalids and
families with disable children who need in improvement of housing
conditions and registered until January 1, 2005. money will be given
strictly for purchasing housing, and can be used by citizens for
purchasing a house or apartment, payment of a loan, issued by the bank
for purchase or construction of housing, or financing the share
participation in an apartment construction.
The size of a subsidy will depend on the number of
people who have the right for this kind of social support, total area of
housing (18 sq. m per person) and market cost per 1 sq.m in the
Autonomous Okrug.

Yesterday it was held the meeting of the
Interdepartmental commission on the support of the migration policy at
the Government of the Autonomous Okrug-Ugra. The meeting was chaired by
the First Deputy Chairman of the Government of Ugra Natalia Zapadnova.
The members of the commission listened to the reports
about the measures, aimed at stabilization of the migration situation in
Khanty-Mansiysk, about entering into force the federal laws "On
migration registration of foreign citizens and persons without the
citizenship in the RF", "On legal status of foreigners in the RF".
Much attention was paid to the issues of spending
finances from the Okrug budget to organize the branches of the Federal
Migration Service Division in the Autonomous Okrug.
Summing up the results, the members of the
Interdepartmental commission proposed to develop the measures. Aimed at
preventing the illegal migration and making the comparative analysis of
the registered and illegal migrants, organizing public hearings with the
participation of the representatives of the Public Chamber as
independent experts, developing an agreement between the municipal units
and Federal Migration Service which stipulate the basic points of the
work.
