The Okrug Governor’s press-service informs:
Yesterday Governor, Chairman of the Government of
the Khanty-Mansiysk Autonomous Okrug-Ugra Alexander Filipenko
participated in the Coordination meeting, chaired by plenipotentiary
representative of Russia’s President in the Urals Federal District.
Besides, governors of the Kurgan, Chelyabinsk and Tyumen Oblasts Oleg
Bogomolov, Petr Sumin and Vladimir Yakushev, Vice-Governor of Yamal Fuat
Saifitdinov and acting Chair of the Sverdlovsk Oblast Government Galina
Kovaleva arrived at the Yekaterinburg residence of the plenipotentiary
representative of Russia’s President in the Urals Federal District.
They talked about the improvement of mechanisms of
the realization of duties by the public authorities of the constituent
entities of the Russian Federation which belong to the Urals Federal
District. The meeting participants expressed their opinions about the
criteria of the assessment of the efficiency of the regional executive
bodies activity, worked out by the working group of the State Council.
Headed by the Governor of the Tyumen Oblast. Judging by some
publications in the regional mass media these "innovation" criteria were
thoroughly analyzed by the leaders of the regions. In general opinion,
the proposed criteria of the regional executive bodies activity
assessment are to be improved. Governor of Ugra Alexander Filipenko said
that "so far the subjective and emotional assessments prevail and at the
same time we wish to get the objective assessment of the situation in
the area which would be the assessment of the power activity on this
area".
"In general it is not clear how these criteria -
about 150 ones - will be summed", - he said in his comments. "At present
there is a list of criteria which are based on average All-Russia
indicators or indicators of the best regions. Now we are talking about
the necessity to make a system of the assessments more objective and
precise to make decisions for the improvement of the situation, increase
of the efficiency of the governance. The dynamics of the region’s
development can show the efficiency of the power. The key indicators of
the successful and effective work of the public authorities on all the
levels of a constituent entity of the Russian Federation can become the
childbirth rate, life expectancy and quality of people’s life as they
directly depend on the dynamic development of economy, stability in all
the spheres of life and in this regard - with the social optimism of a
person".
In Alexander Filipenko’s opinion, the proposed
criteria can become a basis available for developing a model of the
regional executive authorities activity efficiency assessment but it
should be corrected as it is not clear - what to compare with? "If to be
based on the All-Russia average indicators, we should take into account
that in our country the average indicators does not always mean "good",
- said Alexander Filipenko. "The best indicator, achieved in one of the
regions, cannot be compared for the others because of the different
geographical position, difference in climate and development of the
regions". The representatives of other constituent entities of the Urals
Federal District expressed their opinions in a similar way.
The head of the Expert Division of Russia’s President
Irina Makieva agreed with the necessity of improvement of the proposed
model of the regional executive authorities activity efficiency
assessment. The plenipotentiary representative of Russia’s President in
the Urals Federal District Petr Latyshev in the conclusion of the
discussion said that in Russia the system to assess the efficiency of
duties, realized by the regional authorities, based on the generalized
experience of other regions, to develop recommendations on optimization
of budgetary expenses in more important spheres is just being formed.
At the meeting it was also raised the problem of the
transfer by the federal center of the authorities without financial
support or partial financing.

The III research session for senior schoolchildren
of the Autonomous Okrug was opened in Khanty-Mansiysk.
Schoolchildren of senior forms who became the winners and prize-winners
of the District and town school contests in Physics, Mathematics,
Information Science, representatives of research centers of the country
traditionally participate in it.
Director of the Ugra School of Physics and
Mathematics Valeri Chuvakov said that the research session is aimed at
solving two key goals: to get acquainted senior schoolchildren with the
achievements of the Russian scientists in various fields of knowledge
and to prepare young people for the participation in the Okrug contest
in Physics and Chemistry.
At the plenary meeting there were made reports
"Chemistry and color", "Genetics in the life of the modern society".
While three days senior schoolchildren will attend the workshops,
seminars, will become the participants of round tables, visit the
research centers and laboratories of the Ugra Research Institute of
Information Technologies.

The Khanty-Mansiysk Autonomous Okrug is recognized
the winner of the V All-Russia contest of Russia’s development "Golden
ruble", nomination "The best constituent entity of the RF regarding the
economic indicators of the development".
Ugra is an energy heart of the country, region which
has been the leader for many years already about several economic
indicators: the first position on oil production, production of electric
energy and tax payments, the second position on gas production and
amount of investments into the fixed capital.
The quota of the Autonomous Okrug in the bulk tax
payments to the budgetary system of the Russian Federation was 17,4 % in
2006.
In the Khanty-Mansiysk Okrug the best indicators of
the industrial production amount are fixed among the constituent
entities of the Russian Federation. In 2006 the enterprises of the Okrug
manufactured about 10 % of the bulk industrial production in Russia.
It is greatly provided by enterprises of oil
industry, and 94 % of the industrial production amount come to them. 278
million tons of oil were produced in the Okrug in 2006 (the 1-st
position in Russia), gas - 29,4 billion cubic m (the 2-nd position).
Besides, 67,2 billion kW/h of electric energy were generated in 2006
(the first position in Russia).
Besides the fuel and energy industry, the timber
industry is developing in the region. In 2006 the amount of the
production is expected to grow by 10 % in cost. New timber processing
facilities are being put into operation, the range of production is
expanded, the quality is improved. In 2006 it was started the
construction of the plant in the Alyabyevski village of the Sovetski
District, plant to produce carcass housing in Nygan, the output of the
new kinds of production - beams, (25,6 ths. cubic m) and middle-density
fiber MDF (55 ths. cubic m). The main source of investing is own money
of enterprises; budgetary finances are spent for financing social
facilities and housing programs of the Autonomous Okrug.
Due to the realization of priority national projects
the amount of investing to agriculture, healthcare, housing construction
has been increased.
In 2006 putting into operation of dwelling houses is
expected with the total area of 900 ths. square m. 33 social facilities
have been constructed with partial financing from the Okrug budget.
The activity of the Okrug Government is aimed at
increasing of people’s life quality.
Taking into account the inflation the growth of real
revenues of the Okrug population was 8 %, the average salary increased
by 17,5 % and amounted to 26 823 rubles - five living minimums.
To preserve the demographic potential in the Okrug it
was adopted and successfully realized the Concept of demographic policy
of the Khanty-Mansiysk Autonomous Okrug-Ugra until 2015. The population
of the Okrug is 1 483,6 ths. people and the stable natural increase of
the population has been preserved for several years. By the childbirth -
13,8 babies for 1000 people - Ugra is after only the Chechnya Republic
and Dagestan, the death rate reduced - 6,8 dead people for 1000 people.
The average life expectancy in Ugra is 68,9 years.
In the Okrug there have been created all the
conditions to satisfy minimal needs of citizens in services of social
sphere, address and differentiated support is rendered to poor
categories of the population.
In Ugra there are over 140 treatment and prophylactic
institutions, 389 municipal children’s pre-school institutions, 406
secondary schools. Great attention is paid to the development of
physical culture and sports due to mass involvement of citizens,
improvement of material and technical base of sports facilities,
application of new forms of leisure organizing. For the last five years
the system of higher education has been created and successfully
developing in the region. Over 50 ths. students are studying at the
higher educational institutions of the Okrug.
Another perspective direction of the policy is the
tourism. Festivals, contests, sports competitions held in the Okrug
promote to its development. In 2006 over half a million tourists visited
the Okrug including over 15 ths. representatives of CIS and foreign
countries. The growth of the population’s revenues makes it possible for
them to go to other regions of Russia and abroad.
