Governor of Yugra Alexander Filipenko and film-director Georgi Daneliya talked about problems of the Russian cinematography development, variants of possible cooperation in the future.

Governor of Yugra Alexander Filipenko and film-director Georgi Daneliya talked about problems of the Russian cinematography development, variants of possible cooperation in the future.

Georgi Nikolaevich expressed his admiration  with what had been done  in the Autonomous Okrug in the sphere of social policy.

“I see that everything is being done here for the benefit of people, in sake of the coming generation of Russians”, - he said. “We can discuss much about social bias of the national policy and can just work in that direction”.

While the meeting the interlocutors discussed the idea of cooperation while shooting a feature-length animated cartoon, based on the famous movie “Kin-Dza-Dza”. Governor of Yugra  presented souvenirs and photo-albums about the Autonomous Okrug  to Georgi Daneliya.

One of the goals of the Festival of Cinematographic Debuts "Spirit of Fire" is to fom new tendencies in the cinematography.

In opinion of Sergei Solovyov, President of the Festival, in Yugra there are all the conditions  for the development of modern cinematography – magnificent landscapes, most advanced technical opportunities. It is important that after the Film forum  interesting projects are born and realized. One of the them was the film “Anna Karenina”, shot jointly by the Okrug TV and radio company “Yugra” and company “Cinema Line”.

On the eve of the film demonstration producers brought the photo-exhibition “Plastic world of the film “Anna Karenina” to Khanty-Mansiysk. The exposition was presented by the works by a young artist Stas Ponarev – a pupil of Sergei Solovyov. Photos of big size, some of them are done in the modern technique, costumes of heroes, stage light and good music reflect the essence of the art world of the greatest world classical writer Leo Tolstoi. At the exhibition one can even sit at the table with a lit up candle, read a book “Anna Karenina”. This is the idea of the host and inspirer of the exhibition, film director Sergei Solovyov. He said that soon people and guests of Moscow, St.Petersburg will visit the photo exhibition.

Before the demonstration of the film the special circulation of the book “Anna Karenina” is expected to publish in the pocket format.

The IV International Festival Festival of Cinematographic Debuts "Spirit of Fire" is gone on.

Yesterday at the press-conference the participants of the panorama “Russian debuts - 2005” were introduced  to journalists.

Vice-President of the Festival Mariya Zvereva said that in spite of the international status of the Festival, it is very important to pay much attention to the works of our countrymen. “From year to year the situation is changing, if it was difficult for us to find even 14 films for the I Festival, now we have what to select from”, - she said. “We do not  take  films which have already been generally released like the film “The ninth troop” and also films of low professional level. Our main principle is to give the view what is going on in the professional debut cinematography”. Mariya Zvereva made a positive comment about artistic and aesthetic advantages of the Russian debut films and said that among films there are films which cannot be called debuts. Otherwise, they seem to be shot by adult masters. She also reminded that the film, chosen by spectators s the best, will be awarded with  a prize and wished good luck to all the debutants.

When every participant of the panorama “Russian debuts - 2005” tells about his/her creativity, journalists got the opportunity to ask questions to them. The discussion was around problems of financing young film directors’ projects, their economic attractiveness, popularization of the debut films. “There are few people who would like to invest money into debutants. The real opportunity to find money to shoot a film is to get it from Goskino. But 80 % of films, financed by Goskino, is watched by nobody as they are not on general release”, - said the film director of the movie “Myths of my childhood” Yuri Feting. The author of the film “Manga” Petr Khazizov called all the colleagues to be more optimistic, to look for money to finance their works and to be pleased with the fact that people are interested in cinematography not only in big cities but also in small towns like Khanty-Mansiysk. “For me it is very important to hear opinions of local spectators”, - he said.

At the end of the meeting film directors told about their prospects for the future and also expressed their desire to shoot films in Yugra. “Here there is magnificent nature and we are not afraid of any frosts!”, - they said.

The ratings of the Khanty-Mansiysk Autonomous Okrug raised and are now BB+ and ruAA+,  outlook "Positive".

The Agency “Standard&Poor’s” informed that on February 27, 2006 the long-term credit rating of the emitter for obligations of the Khanty-Mansiysk Autonomous Okrug  in foreign currency from BB to BB+ and Russian national scale rating from ruAA to ruAA+. The outlook “Positive”.

The growth of the ratings reflect high liquidity and higher financial indicators of the Okrug than it as expected. Besides, the financial flexibility of the Autonomous Okrug is higher than the average All-Russia indicator due to the high quality of the infrastructure development and high capital expenses per one inhabitant.

The Okrug, locate din West Siberia, provides 60 % of the Russian oil production and is one of the wealthiest regions of Russia though a very dependant on the oil industry. Tempos of the economic growth remain high, the Gross Regional Product growth is 6 % in 2005 and was supported by high prices for oil. Revenues of the Okrug budget still depend on prices for oil: over half  tax revenues of the Autonomous Okrug come from five biggest Russian oil-producing companies. The biggest tax-payer is “Surgutneftegas” and provides 30 % of all the revenues.

The financial indicators of the region are expected to remain high in the international context with current accounts on the level or higher that 25-30 % of the current revenues in 2006-2007. Besides, the Gross Regional Product and revenues of the budget per one inhabitant in the Autonomous Okrug are one of the highest in Central and Eastern Europe. The Okrug infrastructure is rapidly developing and the level of salaries is much higher than  in Russia on the average, what provides Yugra with additional flexibility of expenses.

The conditional obligations are connected with continuing investments into local economy what is caused by the objective for the diversification and decrease of the dependence on the oil sector.

The positive outlook reflects the expectations of the “Standard&Poor’s”: agreement about the re-distribution of revenues authorities, signed by the KMAO and Tyumen Oblast, is still the base of the regions’ relations till 2010. Sustainable financial indicators with current accounts higher that 30 % of the current revenues on the background of the reserves high level support in 2006-2007, can lead to the increase of the rating.

On February 27 it was held the meeting of the Organizing Committee on preparation and hosting the International Ecological Action "To Save and to Preserve".

Its hosts are the Government of the Khanty-Mansiysk Autonomous Okrug, Environmental Division, Governor’s Affairs Division, Committee for External Relations, Department of Culture and art, Committee of Mass Media and Polygraphy and Governor’s press-service. The Action is held under the auspices of UNESCO, Northern Forum international association and under the patronage of the Senators’ Club, Council of the Federation of Russia.

This year the Action “To Save and to Preserve” is held for the fourth time and as the Organizing Committee Chairman, Deputy Chairman of the Government on issues of subsoil management and fuel and energy industry Vladimir Karasev said  not only people of Yugra but people from neighboring regions and  also countries – participants of the Arctic Council intend to participate actively in it.

The program of the ecological campaign becomes more various and interesting. So, in the framework of the present Action on May 25 the Aqua-Marathon starts in Omsk.  Defenders of nature and experts will get acquainted with the water protection experience of the Ob-Irtysh basin in the populated localities of the Oblasts – Omsk, Tyumen and Khanty-Mansiysk Autonomous Okrug. The practical conference will be held and devoted to this problem.

The official opening ceremony of the Action “To Save and to Preserve” will be held on the central square of Yugra capital on May 20.
