The Okrug Governor’s
press-service informs:
Today in the town of
Khanty-Mansiysk it was held the working meeting of the Deputy Director
of the Department on the realization of priority national projects at
the RF Government Alexander Boris and deputies of the Ugra Government
Chair and directors of departments - members of the
Interdepartmental working meeting under the implementation of the
national projects in the Autonomous Okrug.
Alexander Boris determined the
goal of the trip that the workers of the federal department study a real
situation in the regions, discover interesting moments for experience
exchange: "It is important to see everything, to learn all the positive
and negative moments in the work, which are not noticed behind the
figures of the reports". In Ugra he is interested first of all in the
implementation of the of the projects "Health", "Education", "Available
and comfortable housing" and development of digital television.
The frank talk took place about
problems, connected with accomplishment of technical issues on the
federal level. Afterwards Alexander Boris started getting acquainted in
detail with the activity of teams, participating in the implementation
of priority national projects.

In the town of Khanty-Mansiysk
it was held the seminar devoted to issues of organizing and holding the
election of deputies to the Tyumen Oblast Duma of the fourth
convocation on March 11, 2007.
Chair of the Election Commission
of the Khanty-Mansiysk Autonomous Okrug-Ugra Vladimir Zmanovski told
about the changes in the election legislation and determined the key
goals on holding the campaign in such a constituent entity with a
complicated structure as the Tyumen Oblast.
"The area is common by there are
three public authorities and they are all equal", - said he. "There are
three election commissions but there is no head one. Neither the
Election Code of the Tyumen Oblast nor federal legislation points out to
the supreme commission. Our key goal is to provide the participation of
all the electors in the campaign and to hold honest, transparent,
democratic elections in complete compliance with the legislation".
According to the mixed and
majority system 34 deputies should be elected to the Tyumen Oblast Duma
- 17 deputies by the parties’ lists and 17 deputies - by the election
districts. Separate political parties have already held meetings and
submitted the lists of candidates to the Election Commission of the
Autonomous Okrug.
Georgi Gerlovski, Deputy Leader of
the Okrug Governor’s Administration, made an accent on two key reasons
in the coming serious work: "We should first of all preserve the
political stability among the public authorities of the Okrugs and
Oblast, and secondly to provide via representatives of Ugra at the
Tyumen Oblast Duma the control over the rational spending funds,
allocated from our budget for the implementation of the program
"Cooperation", aimed at growing the well-being of people of the whole
region".
Much attention was paid by the
seminar participants to issues of the mass media activities while the
elections. Besides, the key organizational, legal, financial aspects in
the forthcoming election campaign were discussed in detail.

At he press-conference for
journalists of federal and local mass media Governor of Ugra Alexander
Filipenko in detail told about the implementation of the priority
national project "Health" in 2006 and prospects for the future.
Moscow journalists asked the head
of the region to share his vision of the role of the unique law "On Life
Quality" in this work. "For all these years the investments into Man
were key for us to motivate his creative activity, to improve his life
and life of his family". - said Governor. "The category "quality of
life" includes many definitions and as a result they mean health. It
means rendering quality and available medical services for the
population in time".
He said that in 2006 in the
Okrug the expenses for financing healthcare grew by twice, the
prevention of diseases was actively held, several social facilities were
put into operation including centers of rendering high-technological
medical services, for example, Center of Diabetes Mellitus Treatment.
"When we say that health is an
economic category we mean that the preventive activities allows us to
decrease the number of disable people and the expenses for healthcare by
15 %", - said Alexander Filipenko answering the question about the
financial support in medicine. "I am confident that we shall be able to
make healthcare an economic branch as in Ugra the waiting list of sick
people for medical services is much shorter than over Russia. Having
formed for 2-2,5 years the system of high technologies centers, we shall
be able to satisfy fully the needs of the Okrug people and to earn
rendering services to citizens from neighboring regions. Many of these
centers are on the European level. Recently the coronary shunting
operation on a heart has been made, there are high professionals in
other spheres. Except the X-ray therapy we can make all kinds of
treatment here in the region".
The prospects of the social and
economic development of the Autonomous Okrug require growth of labor
potential which cannot be provided by the present level of childbirth
rate though one of the highest in the country - the annual natural
increase of the population in Ugra is 10 ths. people. Therefore the
increased level and quality of life, efficiency of healthcare should be
combined with bringing up in people the habit of taking care for their
own health: "We should agree that it concerns not a single person but
the whole society. The healthy lifestyle should become a norm", - said
Alexander Filipenko.
