The Okrug Governor’s press-service informs:

The Open Mini-Football Tournament for the Cup of the Governor’s Affairs Management Division and devoted to the 76-th anniversary of Ugra was finished in the town of Khanty-Mansiysk. Several scores of employees of executive and legislative authorities of the Autonomous Okrug participated in it.

The tournament was initiated by the Manager of the Governor’s Affairs Alexander Gerber. The official sponsors were the Khanty-Mansiysk Bank and Insurance company "Ugoria".

The teams included representatives of the and legislative authorities of the Autonomous Okrug - Governor’s Administration, department of economic policy, department of transport and communications, department of the population’s civil defense, department of the population’s social protection, department of oil, gas and mineral resources, department of the housing and communal services development, Duma, Pubic youth chamber. Two teams included employees of the Khanty-Mansiysk Bank and TV and Radio company "Ugra".

On the preliminary stage the participants were divided into two groups with five teams each. Two best teams from each group participated in the tournament finale. In the first semi-finale the Administration of the Governor and TV and Radio company "Ugra" played with the score 6:2 - the game was won by the Governor’s Administration. In the second game the Department of Oil, gas and mineral resources and JSC "Khanty-Mansiysk Bank" played and the victory was won by the representatives of business in this match with the score 2:3.

In the match for the third place the Department of Oil, gas and mineral resources won and became the bronze medal winner.

The final match between the Governor’s Administration and JSC "Khanty-Mansiysk Bank" was dramatic and venturous. At the very beginning of the match the representatives of the public authorities controlled the game and were winning with the score 2:0. But the team of the bank strengthened its game at the end of the first time and after the first time the score was 3:3. The second time started from uninterrupted attacks of the bank team and at the mid of the second time the score was 3:4 in favor of the bank. The team of the administration took an interval and sharply changed the style of the game and started attacking the gate of the bank’s team. Bu the ball did not want to go into the gate. 58 seconds before the end of the match the score was 4:4 already. When all the spectators prepared to watch a spectacular series of penalties the team of the Administration kicked a nice goal 13 seconds before the end and became the champion of the tournament.

The hero of the final match became Governor’s councilor Sergei Cheremnykh who kicked two decisive and very important goals to the gate of the rival and became the best bombardier of the tournament. In his comments he said: "Each member of the team made his great contribution into the result of the game. We played altogether, taking a hint and each of us fought to the last second. I would like to note Alexei Krylov and Dmitri Babich as wonderful football players."

At the awarding ceremony all the teams and best players were awarded with prizes and gifts from founders and sponsors. All together decided to hold this tournament annually.

At the first meeting, held on December 18 in Khanty-Mansiysk, the Council of the Public Chamber of Ugra adopted the schedule of work for 2007, adopted several laws, considered some organizational issues.

In January the Chair of the Chamber Vladimir Denisov is going to sign the agreement on cooperation with the Government, Duma and key departments of the Autonomous Okrug. In February the seminar is expected to be held with the participation of the members of the Russian Public Chamber. The members of the Russian Public Chamber intend to analyze the implementation of the program "Commonwealth" next March.

Another important issue was discussed by the Council of the Chamber - order of the work with citizens’ appeals. But the Chamber does not consider the appeals from citizens but can give recommendations or assessment for the situation. Nevertheless, the members of the Chamber does not intend to ignore the appeals of citizens. The Council decided to analyze the appeals regularly and to submit the analyzed information to the executive authorities.

The Chamber members will hold the reception of citizens and listen to their personal problems in all the municipalities.

Today at the expanded meeting of the Board of employees of the educational sphere of the Khanty-Mansiysk Autonomous Okrug there were summed up the preliminary results of the implementation of the national project "Education" in the region and the schedule for the coming year.

In 2006 over 800 million rubles were spent to implement the priority project including 600 million rubles from the budget of Ugra. About 4 ths. employees of the sphere were awarded with in the framework of the national project programs including teachers, experts from municipal bodies. 219 Ugra schools were connected to the high-speed Internet what is 57 % of the total number of schools in the region. Educational institutions of all the types took an active part in contests for the grants of the RF President. The vast system of the Okrug Governor’s grant support allowed to increase the number of institutions by 3,4 % which got extra financing.

Besides, the groups of teachers who will have internships in England and USA in 2007, have been formed in the municipalities. Teachers from institutions of primary and secondary professional education of the region will go to Germany for training.

The Deputy Chairman of the Ugra Government on issues of education, science and external affairs Alexei Mayorov told about the integrated regional project in the educational sphere which expected the introduction of a new system of payment for employees of the educational sphere. To increase the transparency of finances use and planning of revenues the transition to the normative financing per capita at general education institutions is expected.

In the near future in Russia it will be developed the system of education quality assessment. For that it is necessary to develop objective criteria of assessment and to adapt them for general education schools and gymnasiums, rural and urban educational institutions. The increased quality of training means the integrated educational services when a child can choose the bias in training for entering a higher educational institution, opportunity of getting additional education. For that in Ugra there will be formed a network of educational institutions which will unite big specialized and small rural schools.
