Interregional cooperation of the Khanty-Mansiysk Autonomous Okrug - Ugra in 2008 Interregional cooperation of the Khanty-Mansiysk Autonomous Okrug - Ugra with subjects of the Russian Federation is an important factor of trade and economic, social and cultural relations, scientific and industrial potential development. The Khanty-Mansiysk Autonomous Okrug - Ugra maintains relations with 23 subjects of the Russian Federation under an agreement on cooperation as well as other regions of Russia outside of an agreement. Those agreements are carried out more effectively, which have concluded additional protocols (plans) on realization that contain concrete events for development of bilateral relations (Republic of Bashkortostan, St. Petersburg), with which a commodity exchange is fulfilled actively (Moscow, Tyumen, Omsk, Tomsk, the Moscow, Tyumen, Sverdlovsk, Chelyabinsk, Nizhny Novgorod, Leningrad Regions, the Krasnodar Territory). During 2008 a procedure of reconciliation of agreements on cooperation with the Ivanovo, Ulyanovsk Regions and a protocol for agreements on cooperation with the Ivanovo and Kaliningrad Regions took place. In 2008 official delegations of the Autonomous Okrug visited St. Petersburg and the Krasnodar Territory. In turn, in 2008 the Khanty-Mansiysk Autonomous Okrug - Ugra was visited by the delegations of the Republic of Bashkortostan, the Ivanovo Region. Within the framework of participation in the V World Congress of Finno-Ugrian Peoples the Autonomous Okrug was visited by the Heads of the Republics of Karelia, Komi, Mordovia, Udmurtia, the Governors of the Perm Territory and the Yamalo-Nenetsky Autonomous Okrug. The leaders of regions were acquainted with social and economic features of the region, met up with the Governor of the Autonomous Okrug A.V. Filipenko and the Chairman of the Duma of the Autonomous Okrug V.S. Sondykov while visiting. St. Petersburg To develop and establish business partner contacts between regions, to create conditions for small and medium business, in order to hold regional and international markets, the Autonomous Okrug takes part in annual events that are held in St. Petersburg. From 11 to 14 March delegation of the Khanty-Mansiysk Autonomous Okrug - Ugra headed by the First Deputy Chairman of the Government of the Autonomous Okrug V.F. Novitski took part in the work of the first in the Russian Federation Partneriat "St. Petersburg - Regions of Russia. Directions of interaction and cooperation" that was held in order to develop interregional industrial cooperation and to establish direct business relations, to support small and medium business. Over 1 thousand people from 56 regions of the Russian Federation were present at events of the partneriat. There were leaders (representatives) of sectoral departments and committees, public utility housing enterprises, consulting firms on the delegation of Ugra. The leaders of 8 public utility housing companies of the Autonomous Okrug took part in the International Conference "Modern technologies of disinfecting drinking water", during which questions about water supply safety were discussed, interchange of experience with public utility housing enterprises of multi-million-strong cities took place. In the course of the seminar "Experience in organization of sectoral regional clusters. Investment project of regions" the Chairman of the External Relations Committee of the Autonomous Okrug Z.B. Sakhautdinova presented a report on Ugra experience in the investment sphere. Traditionally, St. Petersburg is a ground for business communication. On June 7, the official delegation of the Khanty-Mansiysk Autonomous Okrug - Ugra headed by the Governor, the Chairman of the Government of the Autonomous Okrug A.V. Filipenko, took part in the XII St. Petersburg International Economic Forum. The Governor of Ugra held working meetings with leaders of the companies that invest housing construction projects in the Autonomous Okrug. According to the results of meetings agreements on cooperation with investment totally amounting to about 10 milliard rubles were signed. In the course of the visit prospects for cooperation with the World Bank in the sphere of healthcare, social services for population, preschool education, as well as questions about construction of the cellulose and paper mills in the Oktyabrsk District were discussed. Interaction with youth association "Zemlyachestvo" in 2008 was directed to creating conditions in order to return skilled labour in the Autonomous Okrug. The work was carried out to coordinate sectoral departments and committees of the Autonomous Okrug in order to decide a question about employment, medical supervision, and treatment of students and graduates of St. Petersburg's higher education institutions. On November, representatives of bodies of the executive authority of St. Petersburg participated in the II Interregional Forum "Sodruzhestvo-2008" that was held in Khanty-Mansiysk. In 2008 cooperation between executive bodies of state authority and commercial entities of the Autonomous Okrug were continued in the framework of 13 industrial agreements and contracts through realization of joint projects, holding joint events in different spheres, realization of economic contracts, etc. Among 13 industrial agreements 11 are acting (in the fields of youth policy, informational resources, banking sector). An agreement between OOO Film Company "Ugra-Film" and OAO Kinostudiya Lenfilm was terminated (a theatrical film "Agitbrigada "Bey Vraga!" was released). In 2008 it was drawn up a tendency for more close and all-round cooperation between municipal entities of the Khanty-Mansiysk Autonomous Okrug - Ugra and St. Petersburg. Agreements between Yugorsk and the Petrograd Region, Megion and the Tsentralnyi District, Khanty-Mansiysk and the Pushkin District, Surgut and Kalininsk District of St. Petersburg are being prepared for signing. Republic of Bashkortostan In 2008 the work was carried out in order to extend cooperation, advance economic returns on concluded contracts. On December plan of realization measures for an Agreement on cooperation between the Government of the Republic of Bashkortostan and the Government of the Khanty-Mansiysk Autonomous Okrug - Ugra for 2009-2010 was signed by both parties. In the framework of cooperation between the Khanty-Mansiysk Autonomous Okrug - Ugra and the Republic of Bashkortostan, on 13-14 March, 2008, delegation of the Administration of Sibay (the Republic of Bashkortostan) under the direction of the Head of the Administration A.Sh. Khalikova made an official visit to Surgut. In the course of the visit the signing of an Agreement on trade and economic, scientific and cultural cooperation between the Administration of Surgut and the Administration of Sibay took place. On the basis of the Agreement a plan of its realization was signed. On July as previously agreed the official delegation of Surgut visited Sibay. As a result of conducted work a number of Bashkir enterprises featured its products in an exhibition that was held in the framework of the Second Interregional Forum "Sodruzhestvo-2008" in Khanty-Mansiysk. On November 19-21, in the Chamber of Commerce and Industry of Surgut a presentation of the trading house "Bashkortostan" by the Representative Office of the Republic of Bashkortostan with the participation of the Deputy Minister of foreign economic relations, trade and entrepreneurship of the Republic of Bashkortostan V.Ya. Yakupov, representatives of the government authority of the Autonomous Okrug, the administration and the Duma of Surgut, representatives of leading enterprises of gas and oil industry, engineering, consumer goods industry and food industry, scientific research centers of Bashkiria and Ugra took place. According to the results of the presentation, business meetings a treaty on cooperation between Surgut’s trading house "Bashkortostan" and Bashkir enterprises concerning promotion of their products on Yugorsky market was signed. Ivanovo Region On April 9-10, delegation of the Ivanovo Region headed by the First Deputy of the Government of the Ivanovo Region D.V. Mikheev made an official visit to the Khanty-Mansiysk Autonomous Okrug - Ugra. In the framework of the visit a presentation of a project on creation of textile industry cluster took place, questions about project realization and cooperation between textile enterprises of the Ivanovo Region and oil-processing and petrochemical industry of the Autonomous Okrug were discussed. According to the results of the visit the sides agreed to prepare a joint document of intent and steps for further detalization of project provisions. General provisions of project realization are included in the interregional agreement on cooperation of two regions. On October 15-16, in the framework of the work of the V International Investment Forum in Khanty-Mansiysk an Agreement on cooperation in trade & economic, scientific & technical, social & cultural spheres between the Government of the Ivanovo Region and the Government of the Khanty-Mansiysk Autonomous Okrug - Ugra was signed. On November 23, at the invitation of the Governor of the Ivanovo Region M.A. Menya the Deputy Chairman of the Government of the Khanty-Mansiysk Autonomous Okrug - Ugra on Issues of Investments and Innovations K.L. Morozov took part in the work of the Interregional Economic Forum "Gold Ring" in Ivanovo. Kaliningrad Region In 2008 the work on agreement of a project of protocol on realization of an Agreement on cooperation between the Government of the Khanty-Mansiysk Autonomous Okrug - Ugra and the Government of the Kaliningrad Region was carried out. Nizhni Novgorod Region From 24 to 26 September, with the assistance of the Ministry of Industry and Innovations of the Nizhni Novgorod Region, Nizhni Novgorod’s Association of industrialists and entrepreneurs, 13 industrial enterprises of the Nizhni Novgorod Region (partners of the oil and gas complex of the Autonomous Okrug) took part in the XII International Exhibition "Surgut. Oil & Gas" (Surgut). Business contacts, meetings concerning promotion of products of enterprises in Nizhni Novgorod on Yugorsky market were made. Krasnodar Territory On 18-21 September, the official delegation of the Khanty-Mansiysk Autonomous Okrug - Ugra headed by the Governor, the Chairman of the Government of the Autonomous Okrug A.V. Filipenko took part in the VII International Investment Forum "Sochi - 2008". Economical and investment potential of the region, development concept of commercial property, sports infrastructure of the Autonomous Okrug were presented. On 20 September, the Governor of Ugra A.V. Filipenko spoke at a conference "Investment projects are locomotives for development of regional economies" that was held in the framework of the forum. In 2008 an active interaction in concurrence of project of the Agreement was carried out with the administration of the Ulyanovsk Region outside of an agreement. Interregional cooperation between the Autonomous Okrug and subjects of the RF is integrated, because all sectoral and territorial bodies of executive authority, municipal and commercial entities of the Autonomous Okrug participate in it. Lines of cooperation are various; there is realization of joint exhibition-presentation projects, sectoral events, organization of visits, meetings, and execution of work, rendering different types of services for state and municipal needs, information exchange. The priority spheres of cooperation are healthcare, education, development of housing and public utilities complex, physical culture and sports, art and culture. Positive dynamics of interregional cooperation is observed. The total amount of events in 2008 is 2592 (1792 events in 2007), a number of concluded economic contracts is 8434 (3124 contracts in 2007) totaling 27,043,534.13 mln. rubles. Interaction of executive bodies of state authorities of the Khanty-Mansiysk Autonomous Okrug - Ugra with the subjects of the RF Interregional cooperation of executive bodies of state authorities of the Autonomous Okrug is carried out in different spheres of activity and it is directed to enlarge the existing relations and to establish new long-term mutually beneficial equal and friendly relations. According to the results of annual monitoring of events, execution of economic contracts realized by the government authorities, 36%-expansion in the number of events compared with a year earlier is observed (2008 - 1196 events, 2007 - 758). Priority positions are kept by the Sverdlovsk, Tyumen, Chelyabinsk Region, Moscow, Tyumen, St. Petersburg, and the Krasnodar Territory. Interaction between municipal entities of the Khanty-Mansiysk Autonomous Okrug - Ugra and subjects of the Russian Federation Realization of goal of creating conditions for preservation, establishment and expansion of direct links between municipal entities of the Autonomous Okrug and subjects of the RF is carried out through integrated development and strengthening trade and economic, scientific and technical, social and cultural cooperation. Exhibitions of leading enterprises of subjects of the RF take place in cities and districts of the Autonomous Okrug annually; representatives of municipal entities actively participate in different sporting competitions and tournaments, cultural events that are held in other regions of Russia. A number of economic contracts concluded by municipal entities in 2008 compared with 2007 increased by 23.8% and constituted 7243 in the amount of 22,390,739.8 rubles. Subjects of contracts are rendering services concerning supply of specialized equipments, office equipments, furniture, maintenance operation of motor vehicles, carrying out construction and remedial work of housing stock, life-safety systems, design and survey works, provision of complex of medical and educational services for social service institutions. Surgut, Uray, and Yugorsk, the Beloyarsk, Surgut, Kondinsk Districts more actively effectuate contracts. The Sverdlovsk Region supplies about 30% of all rendering services in the Autonomous Okrug. Further, the Moscow, Tyumen, Chelyabinsk Regions, the Krasnodar Territory, Moscow, Tyumen, St. Petersburg hold priority positions within several years. Monitoring of events that are held by municipal entities of the Autonomous Okrug confirms priority positions of the subjects of the RF mentioned above. The total number of interregional events with the participation of municipal entities in 2008 constituted 1396; it is 26% more than last year (2007 - 1034). Information is prepared based on data provided by the Federal State Statistics Service of the Khanty-Mansiysk Autonomous Okrug - Ugra In 2007 commodity exchange of the Autonomous Okrug with regions of the Russian Federation constituted 78,259,794.5 ths. rubles. In 2007 export of goods from the Autonomous Okrug is 1.13 times larger than import. The food commodities in the amount of over 586.7 mln. rubles were transferred to the Autonomous Okrug from regions of the RF. The neighbours of the Autonomous Okrug, the Tyumen and Sverdlovsk Regions, have the lead in the commodity exchange with it. The largest volume of goods in value terms is supplied to Moscow, the Tyumen, Novosibirsk, Kemerovsk, Tomsk, and Moscow Regions, and the Altai Territory. The largest volume of goods is imported to the Autonomous Okrug from the Sverdlovsk, Omsk, Nizhny Novgorod, Chelyabinsk Regions and the Perm Territory. In view of the above, it is possible to mention positive dynamics of interregional cooperation of the Autonomous Okrug with subjects of the RF in 2008 compared with 2007; a number of events organized and held by executive bodies of state authority, municipal entities, and commercial entities of the Autonomous Okrug, is increased by 31%. A number of economic contracts is increased 2.7 times. Social spheres (physical culture and sports, education, art and culture, social services, healthcare, forestry, environmental protection) hold the advantage. Cooperation with interregional associations of economic interaction In 2008 cooperation with interregional associations of economic interaction of subjects of the RF "Sibirskoe soglashenie", "Bolshoi Ural" was effected. IA "Sibirskoe soglashenie" Cooperation between the Interregional Association "Sibirskoe soglashenie" and the Khanty-Mansiysk Autonomous Okrug - Ugra is effected in the framework of realization of the Contract of settlors of IA "Sibirskoe soglashenie" dd. 10.07.1992, decisions and programs of the Council IA "Sibirskoe soglashenie", Coordination Councils. In February-March a question about further cooperation between the Autonomous Okrug and the Interregional Association was discussed. After the changes in the Budget Code of the RF concerning budgetary allocations for nonprofit organizations entered into force from January 1, 2008, interaction of the Autonomous Okrug with Association is carried out on an agreed basis, by means of involving representatives of structural subdivision of the government authority of the Autonomous Okrug to participation in events that are held by the IA "Sibirskoe soglashenie" by realization of joint projects. During 2008 representatives of executive bodies of the Autonomous Okrug participated in proceedings of Coordination Councils on transport, construction (Novosibirsk), education (Krasnoyarsk), space monitoring (Khanty-Mansiysk), efficient use of energy resources, in the V Krasnoyarsk Economic Forum (Krasnoyarsk). Creative teams of the Autonomous Okrug were participants and prizewinners in events related with development of original cultures of people of Siberia, theatre arts, and child’s creation. Work on interchange of experience, participation of specialists of the Autonomous Okrug in proceedings of sectoral coordination councils of IA "Sibirskoe soglashenie" allows keeping a close watch on realization of programs of economic and social development of regions, position achievements of the Autonomous Okrug at interregional level as well as estimate a level of own results compared with other Siberian regions. IA "Bolshoi Ural" In 2008 interaction of the Khanty-Mansiysk Autonomous Okrug - Ugra with the Association "Bolshoi Ural" was effected by means of regular information exchange and involving representatives of executive bodies in participation on joint events.
