transport. At present over 641 thousand transport facilities.
Level of automobilizationin the Okrug amounts to over 428 autos per
1000 townsmen, length of highways is
over 18 ths. km, including over 13 ths. km of hard-surface.
18 basic road corridors of Russia "The Northern route"
(Perm - Serov -
Ivdel - Khanty-Mansiysk - Nefteyugansk - Surgut - Nizhnevartovsk - Tomsk) and "Siberian corridor" (Tyumen - Surgut - New
Urengoi - Nadym - Salekhard) pass on
the
territory of the Khanty-Mansiysk Autonmous Okrug -
Ugra. The acting bridge
transition over the Ob river and the bridge over the Irtysh river are
on the way of these road corridors passage.
The traffic on the road bridge over the Ob
river near the town of Surgut was opened in 2000. The junction of the bridge
is located on the distance of 67 m down-stream from the railway
bridge, constructed in 1975. The
length of the bridge transition is 2110 meters. It is used for 9100
automobiles passing per day. This one pier, guy, bridge span is unique
in Russian and world practice of bridge construction. With the bridge
width of 15.2 m, the guy bridge span length is 408 meters.
Russian technologies, materials and the equipment, only stay cable and
anticorrosive covering from the import materials are used at the
construction of the bridge.
At present 19 motor public
transport enterprises carry out transportation of passenger by motor
transport on 279 s routes, passign though 17 twns nad 40 settlement.
Annual passenger turnover,
executed by motor transport enterprises accounts for over 77 million
passenger-kilometers.
To support technical readiness,
modernization of passenger bus depot, development of public transport,
financial funds are provided from the Autonomous Okrug budget to
purchase vehicles. Thus, for the last 10 years over 850 buses which had
been given fro exploitation by Autonomous Okrug motor transport
enterprises, were purchased.
Air
transport.
Beginning of the transportation on the Okrug
territory in referred to the middle of the 30s in the XX c., it is
connected with the activity of the Chief Board of North sea
lane. Passengers, cargoes and fur avia transportation demand was
great. Growth of air transport significance is connected with opening
and discovery of oil deposits in the beginning of 60s.
At
present the civil aircraft complex of the
Okrug is
represented by 10 airports which carry out receipt
and dispatch of the passengers and cargoes in and out of the Okrug.
In the towns of Surgut, Khanty-Mansiysk,
Nizhnevartovsk, Kogalym the airports have international status.
The largest companies regarding the volume of works
in the Okrug are as follows: JSC "Air company
"UTair", JSC
"Kogalymavia", JSC "Nizhnevartovsavia" .
The air crafts, located on the Okrug territories carry out flights
on over 80 interregional and 10 international lines.
JSC "Air company
"UTair" being
an Okrug primary air carrier carries out over 90% of internal air
flights and air flights out of the Autonomous Okrug.
Autonomous Okrug air companies cover all kinds of
services concerning passenger and cargoes transportation, carry out
works on service of the objects of fuel & electric power complex,
oil and gas deposits.
In 2008 airports of the Autonomous Okrug serviced
39667 flights of crafts, passenger traffic accounted for 1274.1 ths. people, volumes of works on cargoes service amounted to 18.13 ths. tons, the volume of airport services
- 3052.2 mln. rubles.
Railway transport. Trunk railway
on the territory of the
Khanty-Mansiysk Autonomous Okrug provides transport & economic
communication with industrial areas of Russia and Yamalo-Nenets
Autonomous Okrug. The total trunk railway length in use is 1106 km.
The railway in the Western part of the Okrug serves the timber
industrial enterprises, in the North-West - oil & gas industry
enterprises. 3 department of Sverdlovsk railway - branch of
the JSC "Rossiiskie zheleznye dorogi" (Russian Railway) operate on the
territory of the Autonomous Okrug: Surgut department (length of lines is 650
km); Nizhny Tagil department (length of lines is
339 km); Sverdlovsk department (length of lines is 117
km). The largest railway junctions are Surgut,
Nizhnevartovsk, Pyt-Yakh, Kogalym, Megion, Langepas, Nyagan,
Ustie Akha (settlement of Mezgdurechensky), Probie.
The
main volume of
cargoes and passenger transportation
on the territory of the Khanty-Mansiysk Autonmous Okrug - Ugra is
provided by the Surgut department of Sverdlovsk
railway station - branch of the JSC "RZhD". For the last years geography
of passenger trains routs has been widen greatly. One could reach
Samara, Ufa, Saratov, Volgograd, Nizhny Novgorod and other Russian towns
without changing from the Surgutsky District.
Stable growth of industrial
production is observed in the Okrug, it affects increasing of traffic
flows on the Okrug territory, in 2008 10.1 million tons of cargoes
were sent, it increased by 3.3% in comparison with 2007.
Passenger traffic is rather high and stable
on the Okrug territory, in 2008 it accounted
for 3236.2 million pas/km,
it increased by 7.8% in comparison with 2007.
To realize regional policy in the
sphere of railway transport services, Government of the Autonomous Okrug
and Sverdlovsk railway - branch of the JSC "RZhD", conclude social and
economic agreements on interaction.
Autonomous Okrug Government,
leaders of Sverdlovsk railway terminal and municipal entities have
planned and are constructing and reconstructing Sverdlovsk railway
terminal at the Nyagan, Surgut, Verkhnekondinskaya, Pyt-Yakh stations
by joint efforts.
Construction of multifuctional
terminal at the Priobje station which unites motor, water and railway
transport, is carried out.
Construction of these objects is
socially significant and is necessary to improve transport service of
enterprises and organizations, to make favorable infrastructure for
providing regular cargoes, luggage, passengers transportation between
the Yamalo-Nenetsky and Khanty-Mansiysky Autonomous Okrugs and south
of the Tyumen Region.
Planned construction of terminal
at Priobje and Nyagan stations, reconstruction of stations in Surgut,
Verkhnekondinskaya, Pyt-Yakh in cooperation with Sverdlovsl railway
terminal and municipal entities, is socially significant and necessary
to improve transport service of enterprises and organizations, to make
favorable infrastructure, providing regular cargoes, luggage,
passengers mixed (railway and water) transportation between the
Yamalo-Nenetsky and Khanty-Mansiysky Autonomous Okrugs and south of
the Tyumen Region.
Taking into account the
necessity of serviced passenger railway vehicles, increasing of its
number and improvement of its technical reliability, Autonomous Okrug
Government has purchased 56 passenger carriage to form "Ugra" train on
the route Nizhnevartovsk-Moscow which is very popular among the Okrug
population.
To keep availability of
passenger transportation by railway transport and to make suburban
service rates cheaper, tickets cheapening policy is carried out in the
Autonomous Okrug.
Structure of internal and
external passenger traffic which has been radically changed for the
last decade, gradient overcoming of consequences of the system crisis
in 1990s and way to the trajectory of stable economic growth need
elaboration of priority directions of transport system development in
Russia.
At present Strategy of railway
transport development in RF till 2030 is adopted by Decree of the RF
Government #877-r dated June, 17, 2008. To speed-up economic growth of
the Autonomous Okrug and Ural-Siberian region, railway transport
should get advance dynamical development concerning railway system
widening, modernization of existing material and technical basis and
qualitative improvement of transport provision of the Autonomous Okrug
and the whole country. In connection with it Autonomous Okrug
Government is interested in realization of the Strategy on the
Autonomous Okrug territory to provide qualitative support of
Autonomous Okrug population and industrial enterpeises' need in
railway and transport service.
Construction of new railway lines on the Autonomous
Okrug territory is provided by these Strategy:
- Khanty-Mansiysk - Salym with the length of 200
km;
- Khanty-Mansiysk - Priobje (extension of the line
Khanty-Mansiysk - Salym), the length of the line will be defined
during design;
- Severo-Sibirian railway main line (Nizhnevartovsk
- Bely Ya - Ust-Ilimsk) with the length of 1892 km;
- Polunochnoe - Obskaya -
Salekhard with the length of 856 km, new transport corridor allows to
connect industrial Urals and timber industry zone of the north of the
Sverdlovsk Region and Khanty-Mansiysk Autonomous Okrug and deposits of
brown coal of Pre-Polar and Polar Urals, ore deposits of the Urals,
zone of oil production in Yamal;
- construction of the second
lines between Tobolsk and Surgut with the length of 199 km and between
Surgut - Ult-Yagun with the length of 34.8
km, this event allows to provide complete discovery of regional need
in all-cargo service and create conditions for positive tendencies
keeping in development of the Okrug enterprises and realization of
investment projects on the Okrug territory, allows to increase the
number of passenger trains, it improves the level of social protection
of the Okrug townsmen taking into account increasing of the Okrug
population and its mobility.
Construction of railway in the
considered region will favour construction cheapening of the industrial
production objects by expenses decreasing on transport, materials and
equipment.
At present Agreement on joint
activity between the Government of the Khanty-Mansiysk Autonomous
Okrug and JSC "RZhD" on realization of the events of the Strategy of
social and economic development of the Autonomous Okrug till 2020 and
Strategy of railway transport development in RF till 2030 on the Okrug
territory.
Water transport.
Water transport plays a significant role in
the economy development of the Autonomous Okrug. The most part of
construction, raw mineral cargoes, including in the frameworks of
the program of the North supply (80000-85000 tons) is delivered by
water transport. The main river traffic is the river Ob and Irtysh.
At present the length of water navigational route within the Okrug
boundaries is 5 608 km, including 3 736 km of sideline and small
rivers. The period of navigation lasts less than 6 months. The water ways
connect the localities of the Okrug with the Siberian towns - large
transport centers: Omsk, Tobolsk, Salekhard, Tomsk, Novosibirsk and
have way to the sea lines. The largest shipping companies Irtyshskoe,
Ob-Irtyshskoe and Zapadno-Irtyshskoe river steamship and Tomsk
steamship company carry out cargoes transportation in the Okrug.
The main passenger carrier in the Okrug is the
JSC "Severrechflot", founded in 1998 by the Government of the
Autonomous Okrug to carry out the social order, i.e. to organize and
carry out the passenger transportation by water transport in the
Okrug, in which it is the only available mean of transportation. The
enterprise has the modern speed passengers watercrafts in its
disposal as follows: "Meteor", "Raketa", "Linda", "Zarya", "Moskva",
"Tramvai", hydrojet boats of new team navigation - "Irtysh",
modern air-cushioned ships of MARS-200 type. Regular passenger transportation
is carried out on 33 routes
within the limits of the Autonomous Okrug, the volume of passengers transportation increases annually, in
2008 it accounted for
over 400 ths. people.
To develop water transport the Law "On
Program of the Khanty-Mansiysk Autonomous Okrug - Ugra "Internal Water Transport Development and Support of the
Internal Water Ways of the Khanty-Mansiysk Autonomous Okrug - Ugra
for 2004-2010" which was realized in 2007. The main aim of the
program is to create the necessary conditions for developing water
transport and satisfaction of the Okrug enterprises and population's
demand on its services. Withn the
framework of the above-mentioned Program
passenger fleet was renewed, vehicles as follows were purchased: 1
motor ship "Meteor", 2 motor ship "Voskhod", 7 motor ship "Irtysh
and 7 passenger amphibian cushion-craft of new steamship "MARS-2000"
to replace energy-intensive fleet at the passenger lines with low
passenger turnover and length of the route of 150-200 km.
These crafts can solve problems of passenger
transportation in shallow water and off-season by means of new kind
of transportation usage. Air-cushioned ships
can solve problems of passenger transportation in low-flow period of
navigation and transitional seasons as well.
Communications and telecommunications.
On January 1, 2009, over 525 operators of different kinds of
departmental subordination and property forms had licenses on
communication services rendering in the Okrug. Regional, local
communication, CTV, data communication
network access are among the services rendering by operators.
By the beginning of 2009 quota
of the population covered with fixed telephone communication amounted
to 42.0%. This index exceeded the All-Russia level in 2000
(average All-Russia level amounted to 22.6%; 28.6% - over the Okrug).
At present digitization of local communication network, cross-connect
equipment in the urban area of the Autonomous Okrug amounted to 100%.
Use of digital technologies allowed to
improve serve quality of local and long-distance telephony, date
communication, offers new different types of communication to rural
people and economic enterprises of the Okrug.
Within the frameworks of
national project "Education" all secondary schools of the Okrug have
an Internet access. Project on implementation of the universal post
services is realize. In the result of it 210 two-way communication
coin-box telephones were installed in 195 populated localities of the
Autonomous Okrug for populated localities the population of which
exceeds 500 people, public access point functioning of which allow to
solve several socially significant objectives the most important of
which is access provision to information resources and information
inequity liquidation, are organized.
Development of cellular
communications started in 1997, there was one operator of mobile
communication, today over 2 million subscribers of MTS, Utel, Beeline,
Megafon which have a wide national and international roaming with 170
world countries are registered in the Okrug. Quota of the
population covered with communication will account for 157.8% by the
end of 2008. This index has been exceeding the All-Russian index since
2004.
On the Okrug territory the
regional satellite network of "Yugoria"
programs is constructed by means of the Okrug budget. Construction was
carried out in 123 populated localities of the Okrug. In the result of
the projects realization Okrug residents have got an access to some
modern services including TV and radio, telephone communication, date
communication in the remote populated localities of the Autonomous
Okrug, through the space satellite "Express-80". Coverage of
population with "Ugra" television in analog broadcasting at present
accounts for 99.6%.
Within the framework of federal
purpose-oriented program realization "Development of TV and radio
broadcasting in the Russian Federation" the program on implementation
of digital television in realized in the Okrug. Execution of the
project in 2007-2009 allows to transfer the existing analog network of
TV and radio broadcasting on digital format and it will provide social
support of 8 free TV programs in all populated localities of the
Autonomous Okrug.
Post services to the population
of the Autonomous Okrug is rendered by Federal Postal Service Board of
the Khanty-Mansiysk Autonomous Okrug - branch of the FSUE "Pochta
Rossii". 8 post offices, 213 departments of post offices are within
the structure of the branch.
Implementation of information
technologies "CyberDengi", "CyberPochta", express post are the of the
priority directions of post communication. Non-core directions as
follows are developed as well: realization of consumer goods,
telephone payment cards, lottery; photo service by post, insurance
services, post services of trading organizations. Branch of the
FSUE "Pochta Rossii" is developing events aimed on
optimization of post services and transport map on the Okrug territory
to make stable the situation in the sector .
