Main results of social & economic development:

  • In June 2010 positive tendencies were observed.

  • After gradual reducing of investment activity, investments began to increase in the first 6 months of 2010. Growth of investments to the fixed capital comprised 11.4% as compared to the same period in 2009. This growth was connected with investment failure at the beginning of 2009. Volume of works on "Construction" activity is still smaller than the level of the previous year (by 1.7%), but larger than the results of the first quarter (8.2%).In January - June the number of houses putting into operation reduced by 11.3% as compared to 2009, total putting into operation comprised 196.8 ths. m2.

  • Actual cash income of the population, started to reduce in 2009, continue its reducing. In the first quarter of 2010 actual cash income of the population comprised 94.5% to the same period of 2009.

  • Nominal monthly payroll keeps its positive dynamics and it increased by 7.1% in the first quarter of 2010 as compared to 2009. Wages comprised 38679.4 rubles.

  • Retail business turnover keeps its negative tendency and comprised 95.5%  or 124.0 mln. rubles in the first quarter of 2010 as compared to the same period in 2009. Consumption exceeded the level of the first 6 months of pre-crisis 2008.

  • Physical index of industrial production comprised 100.9% on the results of the first 6 months of 2010.

After recession, observed in 2009, growth in processing industries was restored - index of actual volume for the first 6 months of 2010 comprised 112.1% as compared to the same period of 2009.

Enterprises engaged in extraction of commercial minerals and electric power generation, gas and water production kept a tendency of growth regarding index of actual volume and comprised 110.4% in the first 6 months of 2010 as compared to the same period in 2009.

Effective January a gradual reduce of unemployment level was observed. Total number of unemployed comprised 11.0 ths. people at the end of June, unemployment level comprised 1.2% of economically active population, at the end of 2009 these indices comprised 15.6 ths. people and 1.7%.

  • In June inflation at consumer’s market comprised 0.4% (1.0% in May 2010).

  • In January – June growth accounted for 5.7% (7.65% in the previous year).

Transition from recession to recovering growth is the main peculiarity of Russian economy condition and regional economy in total in the first 6 months of 2010. After stagnation in January and economic activity reduce in February-March, growth acceleration was observed in macroeconomic indices at the II quarter of 2010. At present positive tendencies prevail in Ugra economy.

Exporters’ income increase, disinflation, investments growth that supported industry growth, were main growth factors in the first 6 months.

INDUSTRY

Industrial production index in January-December 2010 comprised 100.9% as compared the same period in 2009. Development in spheres as follows of industrial production has a positive dynamics: «extraction of commercial minerals» increased by 0.4%, «processing industries» increased by 12.4%, «electric power generation and distribution, gas and water production» increased by 0.4%.

 Since the beginning of oil deposits discovery on the territory of the Autonomous Okrug (since 1996), on July 01, 2010, accumulated oil production comprised 9563.0 mln. tons.

In January – June 2010 oil production on the territory of the Khanty-Mansiysk Autonomous Okrug – Ugra comprised 131.4 mln. tons, reduced by 2.4% as compared to oil. Produced in January0June 2009. According to the results of the first 6 months of 2010, 52.6% of all Russian oil were produced in Ugra, in the first 6 months of 2009 57.4% of all Russian oil were produced there.

Volume of extracted natural gas for the first 6 months of 2010 accounted for 17.95 bln. M3, increased by 1% as compared to the same period of 2010.

In the first 6 months of 2010 the volume of gas extraction (usage) increased by 3.2% as compared to the first 6 months of 2009 and comprised 15.69 bln. m3. Share of the Autonomous Okrug in the total volume of gas extraction comprised 4.6%. Associated gas is mainly produced on the territory of the Autonomous Okrug, share of natural gas comprised  nearly 0.25% in the total volume of gas production.

Gas utilization percentage in the first 6 months of 2010 comprised 87.4%, in first 6 months of 2009 it comprised 85.5%.

In the first 6 months of 2010, 58 enterprises produced oil and gas on the territory of the autonomous Okrug.

Average oil production in the first 6 months of 2010 comprised 726.2 ths. tons, reduced by 17.5 ths. tons of average oil production as compared to the same period in 2009.

Production of oil refining products, gas and gas condensate products over all processing enterprises of the Autonomous Okrug according to the results of the frst 6 months of 2010 increased regarding all kinds of production:

- 675.0 ths. tons of gasoline or 120.4% to the same period of the previous year;

- 536.8 ths. tons of diesel or 113.2%;

- 23.8 ths. tons of coal tar or 100.8%, etc.

Electric energy enterprises and organizations of the Autonomous Okrug generated 40.1 bln. kWh in the first 6 months of 2010 or 105.3% as compared to the same period of 2009.

- 630.9 ths. m3 of unprocessed wood were produced at the accounting period or 77.7% as compared to the same period of 2009;

- 176.2 ths. m3 of sawnwood were produced, or 76.6%, including 81.7 ths. m3 export sawnwood or 97.5%.

Transition to wood rent (procedure of wood resources access for logging became more complicated), wood processing sales slowdown, round timber price reduce influenced on production rates reduce.

In the first 6 months of 2010 9.9 ths. m3 of MDF were produced (3.5 ths. m3 in the same period of the previous year).

JSC «LVL-Ugra» (Nyagan) produced 2.94 ths. m3 of veneer timber or 65% as compared to the level of January-June in 2009, including 0.9 ths. m3 or 64.4%.

Production reduce is directly connected with production sales slowdown of construction and furniture sector organizations.

AGRICULTURAL COMPLEX

In the first 6 months of 2010 a sustainable dynamics of growth was observed in agricultural production. Volume of production, produced at all enterprises in January-June 2010, on the preliminary data, comprised 1.0 bln. rubles in effective prices. Production index of agricultural production for the period comprised 101.5% (102.9% in Russia). Achieved growth was provided by production growth of basic products of cattle-breeding (cattle-breeding, milk and egg production).

In the first 6 months of 2010 as compared to the same period of 2009 in the result of execution of measures, aimed to develop agricultural complex, growth of cattle and poultry production for slaughter was observed: 3.89 ths. tons or 107.8%, 11.53  ths. tons or 100.6%, 10.87 mln. eggs or 105.1%.

At the end of June 2010, cattle population in farms comprised 11.8 ths. heads (reduced by 0.2% as compared to the same period of 2009), including 5.63 ths. head (reduced by 0.2%). Pig population comprised 30.97 ths. heads for the accounting period (increased by 7.6%), 4.45 ths. heads of sheep and goats (increased by 3.9%), 130.36 ths heads of poultry population (increased by 9.7%).

Measures execution aimed to provide conditions for agricultural production volumes growth and its efficiency improving, provided by Okrug programs as follows could minimize effects of world financial crisis influence in the sphere of agricultural activity: «State support of agricultural complex of the Khanty-Mansiysk Autonomous Okrug - Ugra» for 2008-2011» and «Fishery sector development of the Khanty-Mansiysk Autonomous Okrug - Ugra» for 2006-2010».

State financial support for agricultural complex by means of the Autonomous Okrug budget in the first 6 months comprised 311.9 mln. rubles.

INVESTMENTS

Volume of investments to the fixed capital over all enterprises by all kinds of investment comprised 196.3 bln. rubles in January-June, 2010 or 111.4% to the same period of 2009 in comparable prices.

Investments growth in the accounting period is caused by anti-crisis measures execution in 2009 and enterprises’ business activity revival.

Internal assets of enterprises comprise nearly 86% in the structure of investments by finances resources, budgetary means comprise nearly 6%.

In January – June 2010 industrial powers and main objects of communal sphere were put into operation:

-  101.5 km of electric power transmission lines;

- 7.6 km of water supply system;

0.7 km heat supply system;

0.2 km gas supply system;

-  11.8 m2 of shopping space for trade enterprises.

In the first 6 months of 2010 objects of social and cultural sphere as follows were put into operation:

  • Kindergartens for 570 children;
    - kindergarten for 50 children in the settlement of Sentyabrsky of the Nefteyugansky District;
    - two kindergartens for 520 children in the town of Surgut;

  • Hospital for 15 in-patients in the urban settlement of Beryezovo of the Beryezovsky District;

  • Sports buildings – reconstruction of sports complex BPO-2, 294-m2 building in the town of Kogalym;

  • 600-m2 sport field with artificial covering in the settlement of Polovinka of Kondinsky District;

  • Other objects:
    - Reconstruction of air terminal building in the town of Beloyarsky – 408 m2;
    - 1500-m2 «Avrogorodok» for practical safety traffic training for youngsters in the town of Khanty-Mansiysk.

TRANSPORT

In the first 6 months of 2010 volume of shipped own-produced goods goods, executed works and services over transport enterprises comprised 180 bln. rubles in current prices or 106.3% as compared to the same period in 2009. Main volume of services (67%) was rendered by enterprises of trunk pipe transports.

Transport services demand stabilization is caused by production improve in the main cargo-generating spheres, improvements of foreign economic conditions on the basic export items positions.

COMMUNICATION

On the preliminary data, in the first 6 months of 2010, communication organizations rendered services in the amount of 12.8 bln. rubles, or 118.8% as compared to the same period of 2009 in comparable process (102.3% in Russia). Main volume od services was rendered by telecommunication organizations.

Further development of telecommunication lines, implementation of new services, income level of the population and corporative activity have influenced on services volume increase.

There are 665.2 subscribers of fixed-line telephony, including 31.6 ths. subscribers in rural areas. There are approximately 1.9 mln. subscribers of cellular communications.

Current retranslation TV and radio network in the Okrug provides 99.7% of the population with TV program, including 92.4% of residents can watch over 4 programs. 99.6% of Okrug population are covered with TV and radio programs, including 99.6% - with the First Channel, 98.9% - with RTR, 42.0% - with NTV, 97.6% - with Region- Tyumen, 45.5% - with Culture, and including radio: 92.4% - with Radio of Russia, 87.9% - with Mayak, 82.4% - with Region-Tyumen.

ROAD CONSTRUCTION

On July 01, 2010, the length of public motor roads comprised 2 705.9 km (including 2680.9 km of roads with of hard covering) on the territory of the Autonomous Okrug, including:

- 359 km of roads of federal significance;

2346.931 km of roads of territorial significance.

Besides, the length of winter motor roads and icy crossing comprises 3220 km in winter time.

CASH INCOME AND EXPANSES OF THE POPULATION

Nominal cash income of the population in the first 6 months of 2010 accounted for 291.2 bln. rubles, increased by 5.7% as compared to the same period in 2009, the average income per capita accounted for 31 546.2 rubles, increased by 4.4% as compared to 2009.

Actual cash income of the population, taking into account inflation rate, comprised 94.5%, and at the same period in 2009 it accounted for 104.4%.

Taking into account extra pension, paid from the Autonomous Okrug budget, the average income of the pensioner accounted for 11 780.1 rubles over the Autonomous Okrug, increased by 40.2% as compared to 2009 (increase by 150% in Russian Federation).

In the result of it, actual growth of pensioner’s income comprised 128.4% as compared to the same period in 2009 or 168% of pensioner’s living wage, set in the II quarter of 2010.

Average scholarship size in all institutions of vocational education (students, pupils, postgraduates) comprised 1 957.2 rubles, increased by 6.9% as compared to 2009.

Average wages in January-June 2010 comprised 38679.4 ths. rubles, increased by 7.1% as compared to 2009, but actual wages reduced and comprised 97.8%.

Actual wages over territories proves that the index is lower than 100% in all municipal entities of the Autonomous Okrug.

Economic crisis has not influenced greatly on average monthly wages changes, which is still high at present.

Economic activities as follows are still leaders regarding the level of wages in January-May 2010:

- oil products production - 80 833.2 (growth rate is 107.2%);

- pipe line transportation - 75 914.4 rubles (growth rate is 110.4%);

The smallest level of wages is observed in fishery and fish-breeding sector in the amount of 16 691.2 rubles (growth rate is 110.4% as compared to January-May 2009).

FINANCES

520.7 bln. rubles were sent to the consolidated budget of the Russian Federation in January-June 2010, increased by 54.5% as compared to January-June 2009. It was caused by increasing of  mineral replacement tax (raw hydrocarbons), profit tax and VAT. Share of Khanty-Mansiysk Autonomous Okrug – Ugra in the total volume of received taxes on the territory of the Russian Federation comprised 13.5%.

Energy prices growth and insignificant reduce of oil production physical volumes are the most significant factors, positively influenced on tax receiving. Urals price in January-June 2010 increased by 1.5 times as compared to the same index in 2009 and comprised 75.9 USD/barrel.

81.9% of payments were paid to the federal budget , 16.0% - to the consolidated budget of the Khanty-Mansiysk Autonomous Okrug – Ugra, 2.1% - to the budget of Tyumen Region. In January-June 2010 425.4 bln. rubles of taxes and dues were paid to the federal budget, increased by 76.0% as compared to the same period of 2009.

11 bln. rubles of organizations’ profit tax were paid to the budget of the Tyumen Region in January-June 2010, increased by 61.8% as compared to the same period in 2009.

83.2 bln. rubles of consolidated budget of the Khanty-Mansiysk Autonomous Okrug – Ugra regarding income (without territorial non-budget funds) in January-June 2010, 77.0 bln. rubles – regarding expenses. Consolidated budget of the Khanty-Mansiysk Autonomous Okrug – Ugra was executed with surplus in the amount of 6.2 bln. rubles.

Budget of municipal entities of the Autonomous Okrug in January-June 2010 were executed in the amount of 22.8 bln. rubles regarding income without inter-budget transfers, increased by 9.8% as compared to 2009. Taking into account inter-budget transfer, incomes comprised 46.1 bln. rubles, increased by 18.8% to the level of 2009.

Expanses of municipal entities' budgets in January-June 2010 comprised 43.6 mln. rubles, increased by 11% as compared to 2009. Surplus of municipal entities' budgets accounted for 2.5 bln. rubles.

foreign economic activity

Foreign trade turnover of the Autonomous Okrug for the first 6 months of 2010 comprised 8.7 bln. USD, exceeding by 1.5 times the level of 2009. Positive balance in the amount of 7.6 bln. USD is a peciliarity of foreign trade. Improt comprised 6% of foreign trade turnover of the Autonomous Okrug, export comprised 94%.

CONSUMER MARKET

Retail trade turnover in the first 6 months of 2010 reduced by 4.5% as compared to the same period in 2009, and comprised 124023.9 mln. rubles, in acting prices it increased by 2.9% and comprised 3.5 bln. rubles.

In the structure of retail trade turnover of Ugra in January-June 2010, as compared to the same period of 2009, changes of ratio between food and non-food goods are observed. Share of food products comprised 52.4% (50.1% in 2009). Share of non-food products reduced and comprised 47.6%. Share of food products in January-June 2010 comprised 49.0% (48.9% in 2009) in the structure of retail trade turnover of the Russian Federation.

Retail trade turnover of food products in January-June 2010 comprised 65.0% bln. rubles, reduced by 1.2% as compared to the same period in 2009. Non-food turnover in comparable prices reduced by 10.7% and comprised 59.0 bln. rubles.

Paid services

Volume of paid services, rendered to the population of the Autonomous Okrug in all sectors in January-June 2010 comprised 32.3 bln. rubles, growth comprised 1.9% in comparable prices to the same period of 2009,in Russian Federation the growth comprised 0.3% (100.3%).

Volume of paid services per one Ugra inhabitant in January-June 2010 comprised 21.1 ths. rubles.

Obligatory services as follows were the most popular in the structure of paid services in 2010: housing and communal services (33.7%), communication services (24.1%) and passenger transport services (19.6%).

INFLATION

In June 2010 (to December of the previous year) inflation at the consumer market comprised 105.7%, reduced by 1.95% as compared to the same period of 2009 (107.65%).

During the first 6 months of 2010 monthly inflation growth ranged from 0.42% in June to 1.79% in January in the Autonomous Okrug.

In June 2010 inflation in the Russian Federation (to December 2009) comprised 104.4%, including 105.4% for food products, 101.9% for non-food products, 106.4% for paid services.

Structure of consumer prices index in the first 6 months of 2010 differs from the previous structure.

DEMOGRAPHIC SITUATION

Demographic situation in the Khanty-Mansiysk Autonomous Okrug - Ugra at the beginning of 2010 has a positive tendency. On the preliminary data, annual number of Ugra population comprised 1548.4 ths. people.

On the preliminary data demographic situation is improving in Ugra - natural growth of population in January-June 2010 comprised 7.0 ths. people, increased by 4.5% as compared to 2009.

In January-June 2010, according to statistics, 12.1 ths. people were born, the number increased by 3.4% as compared to the same period of 2009.

Number of the deceased in January-June 2010, according to statistics data, comprised 5.1 ths. people, the number reduced by 2.0% as compared to the same period of 2009.

Circulatory illnesses, accidents, poisoning and  traumas, oncological diseases take the first three positions among the reasons of death.

Migration policy of the Khanty-Mansiysk Autonomous Okrug - Ugra is an integral part of demographic policy.

Intensity of migration movement of the arrived people (20.8 ths. people in January-June 2010) and departed people (18 ths. people in January-June 2010) is a peculiarity of migration processes in Ugra. Migration growth of the population comprised 2.8 ths. people (1.8 ths. people in January-June 2010).

LABOR AND EMPLOYMENT

Number of economically active population of the Autonomous Okrug in June 2010 comprised 928.0 ths. people or 60.3% of the total number of the population of the Autonomous Okrug, including 855.1 ths. people or 92.1% were engaged in economy.

Average number of employees in January-June 2010 comprised 761.9 ths. people and reduced by 1.2% as compared to 2009. Most part of the employed population is accumulated at large and middle enterprises and organizations.

On July 01, 2010, the number of unemployed, having official status of unemployed at the Okrug Employment Service of the population, comprised 11.0 ths. people. Absolute number of unemployed reduced by 7.8 ths. people and comprised 41.4% as compared to the same period in 2009.

Unemployed people, registered at Employment Service bodies represent population categories, having difficulties in employment, nearly a half of registered unemployed have no professional education and are in active working age.

On July 01, 2010, index of registered unemployment over the Khanty-Mansiysky Autonomous Okrug - Ugra reduced by 0.9% as compared to the index on July 01, 2009 and comprised 1.2% of the economically active population.
