Multidimensional, gradual social and economic policy of the Autonomous Okrug Government and municipal entities, directed to improve population's life quality and diversification of economy in spite of economic growth slowing in comparison with the previous years, connected with increasing negative influence of developing world crisis on region's economic development, could provide with positive development dynamics of the basic macroeconomic indices in 2008. Demographic situation, existing in the Khanty-Mansiysk Autonomous Okrug- Ugra in 2008 is positive. Average annual number of Ugra permanent population in 2008 amounted to 1513. thousand people, it increased by 1% in comparison with 2007. Birth rate in the Autonomous Okrug has been increasing mortality rate for over 10 years. In 2008 natural growth of the population accounted for 13.2 thousand people, it increased by 11.9% in comparison with the same index of the previous year. According to statistic data migration gain o0f the Autonomous Okrug population amounted 1.7 thousand people (4.9 thousand people in January-December 2007).Gross regional product in 2008 exceeded 1.8 trillion rubles and made 102% to the level of 2007 in in comparable prices. Khanty-Mansiysk Autonomous Okrug- Ugra traditionally takes the second position among the RF members (after YaNAO) regarding gross regional product per capita. Approximately 9% of the total volume of industrial production in Russia fall at the Autonomous Okrug. Regarding the volume of shipped goods Ugra is a total leader among the RF regions, this index amounted to 1935.3 trillion rubles by estimate, industrial production index acounted for 101.2% to the level of 2007 by estimate. In 2008 oil production amounted to 277.6 million tons, it reduced by 0.3% in comparison with the volume of oil produced in 2007. Ugra produces 57% of All-Russian oil. Gas production increased by 5.5% in comparison with 2007 and accounted for 29.9 billion of cubic m. Ugra takes the first position regarding electric power generation among the RF member, 7.3% of the total volume of electric power generation over Russian Federation is generated on the Autonomous Okrug territory. In 2008 electrical energy industry enterprises of the Autonomous Okrug used 75.2 billion kWh of electricity, it made 101.1% to the level of 2007. Regarding the volume of investments to the fixed capital Ugra is one of the leaders in Russian Federation. Khanty-Mansiysk Autonomous Okrug- Ugra has a high integralReag investment rating. In 2008 approximately 477 billion rubles were invested to the region, growth made 6.1% to the level of 2007 in comparable prices. Investments growth is followed by significant acceleration of construction activity growth which accounted for 15% to the level of 2007.891.5 thousand square m of dwelling houses were put into operation in 2008. Private property (approximately 63%) has a significant part in the total square of implemented dwelling houses, it is caused by active population's investments to houses construction by own means and borrowed credits. Regarding the volume of mortgage lending per capita, Ugra takes a leading position among the regions. 3.25 rubles of off-budget means are attracted for one ruble of budget means (2.36 rubles in 2007). New approaches for off-budget means borrowing are realized in the Autonomous Okrug, for example mortgage mechanisms stimulation owing to subsidisation of interest rate, use of means of the Khanty-Mansiysk Non-Public Pension Fund to finance dwelling houses construction. Autonomous Okrug's position at the consumer's market is stable and it is characterized by optimal level of ware saturation. Retail business turnover of the Khanty-Mansiysk Autonomous Okrug- Ugra for 2008 increased by 17.3%, the volume of paid services to the population - by 6.3% Inflation level in December 2008 accounted for 110.95% to the level of December 2007. Registered unemployment index over the Khanty-Mansiysk Autonomous Okrug- Ugra by estimate on January 1, 2009, made 1.4% of the economically active population, it increased by 0.1% in comparison with the same period of 2008. In the result of economic development of the region population's average cash income for 2008 amounted to 33.9 thousand rubles, it increased by 23.6% in comparison with the level of 2007. Actual cash income of the population in 2008 increased in comparison with 2007 and accounted for 9.2%. In 2008 average monthly wage amounted to 37.2 thousand rubles, it increased by 15.6% in comparison with 2007, at the same time actual wage is estimated in the amount of 4.9%. Tax levies and other compulsory payments return to the budget system of the RF, including state off-budget funds for 2008 over the Khanty-Mansiysk Autonomous Okrug- Ugra, amounted to 1381.9 billion rubles by estimate, exceeding the level of 2007 by 37%. Khanty-Mansiysk Autonomous Okrug- Ugra takes the second position among the RF members regarding tax levies and other compulsory payments.Approximately 16% of the total tax return fall at the Autonomous Okrug. For 2008 incomes in the amount of 181.9 billion rubles entered the consolidated budget of the Autonomous Okrug, according to the corrected plan in the amount of 181.2 billion rubles, the quota of execution accounted for 99.9%.
