Strategy of information society development in Russia, adopted by V.V. Putin on February, 7, 2008, is a political document which stipulates main directions of state policy in the sphere of information telecommunication technologies management and development to lead the country to information society.

By order of Russian Federation Government #157-r, dated February 9, 2008, legal and organizational mechanisms of formation and state services portals system making and maintaining are developed. They provide free state services information access for information and telecommunication Internet system users, , mechanisms providing efficient interaction of state services receivers with state authority bodies, rendering state services, including electronic documents, authorized by electronic documents, authorized by electronic digital signature.
